David Royer

David Royer serves as Co-General Counsel & Chief Compliance Officer at X-energy, where he provides strategic legal counsel and compliance oversight across the company’s operations. Since joining X-energy in March 2022, Mr. Royer has leveraged extensive experience in nuclear energy law, corporate governance, and complex international transactions to support the company’s growth and development initiatives.

Prior to X-energy, Mr. Royer served for nearly a decade as Vice President & General Counsel of Framatome, where he led the Legal Department and served as a Board Member, Secretary, and North American Ethics Officer. At Framatome, he provided counsel on all aspects of corporate governance, administered Foreign Ownership, Control, or Influence (FOCI) mitigation arrangements enabling lucrative U.S. government contracts, and served as Lead Counsel on major business acquisitions and the 2018 reorganization of AREVA Group companies in North America.

Earlier in his career, Mr. Royer held progressive legal leadership roles at AREVA NP from 2003 to 2012, including Principal Counsel for North American Reactor & Services and Senior Counsel supporting global nuclear projects. He served as Lead Counsel for major new build efforts, including the Joint Development Agreement with Constellation Energy and international bids such as the Emirates Nuclear Energy Corporation project. His experience also includes roles at GE Capital, Wachovia Bank, and private legal practice, as well as service as a Law Clerk to the Honorable Norman K. Moon of the Court of Appeals of Virginia.

Mr. Royer began his professional career as a First Lieutenant in the U.S. Army. He holds a Juris Doctor (magna cum laude) from Vermont Law and Graduate School and a Bachelor of Arts degree (with distinction) in English and International Relations from Virginia Military Institute.
